- [논문] 우간다의 부패인식, 정부신뢰, 정치효능감 그리고 정치참여
- 저자: 한상일(교수), 남수정 출간연도: 2023 제목: 우간다의 부패인식, 정부신뢰, 정치효능감 그리고 정치참여 학술지명(상세정보) : 사회과학연구 제30권 제4호(2023년 12월), pp 212-236 초록 본 연구는 우간다 시민들의 부패인식, 정부신뢰, 정치효능감의 제도적, 비제도적 정치참여에 대한 효과를 분석하였다. 이를 위해 Afrobarometer Round 9의 우간다 대상 조사자료를 활용하여 확인적 요인분석과 인과성 검증을 위해 구조방정식 추정을 하였다. 분석 결과, 부패인식은 정부신뢰와 정치효능감에 부정적인 영향을 줄 뿐만 아니라 제도적, 비제도적 정치참여에도 부정적인 영향을 주는 변수였다. 정부신뢰는 비제도적 정치참여 변수인 정치인접촉에 유의미한 긍정적인 영향을 주며 정치효능감은 또 다른 비제도적 정치참여 변수인 의사 표출에 긍정적인 영향을 준다. 또한 정치인접촉과 의사 표출이 제도적 정치참여 변수인 투표에 통계학적으로 유의미한 긍정적인 영향을 주는 것으로 확인되어 비제도적 정치참여가 제도적 정치참여인 투표 참여 정도를 높이는 효과가 있음이 입증되었다. 본 연구는 우간다 시민들이 정치에 참여하기 위한 조건과 환경을 실증적으로 확인하였다는 의의가 있다. 즉 우간다 시민들의 적극적인 정치참여를 위해 사회 각 부문의 부패 척결이 필요하며 이를 통해 정부에 대한 시민들의 신뢰를 높이고 시민들의 참여에 따라 정치가 변화할 수 있다는 믿음을 줄 수 있어야 할 것이다. 주제어 : 우간다, 정치참여, 부패인식, 정부신뢰, 정치효능감

- 저자: 이학연(교수), 김효정, 황은진, 하은희 출간연도: 2023 제목: 공공시설의 효율적 관리운영방안: 경기도 광주시 문화 및 체육시설을 중심으로 학술지명(상세정보) : GRI연구논총 제25권 제4호, 2023년 11월, pp 109-136 초록 현재 우리나라와 다른 OECD 국가들은 저출산과 고령화라는 사회변화 및 인구구조를 경험하고 있다. 특히 우리나라 수도권 및 광역시 권역보다는 중 · 소 도시들의 노령화 · 저출산 등이 사회의 심각한 문제들로 인식되고 있다. 따라서 많은 지방정부들은 지역주민의 공공서비스에 대한 수요를 만족시키고, 관련 사회문제를 해결하기 위해 공공시설들을 계속적으로 증가시켰다. 이러한 지방자치단체들의 확대된 공공서비스는 지방정부들에 재정적인 부담이 되고 실정이다. 재정운영에 관한 어려움을 겪는 지방정부들의 여건을 고려할 때, 지방자치단체들은 현재 지역 공공시설의 효율적인 운영에 대한 노력과 자구책이 필요하다. 2020년 말부터는 우리나라 공공시설의 노후화와 인구감소가 동시에 진행될 것으로 예상되므로 공공시설에 대한 수요변화, 재정적 여건, 노후화 대비를 고려한 종합적인 관리가 필요한 상황이라고 할 수 있다. 이에 본 연구는 대표적으로 공공시설 관리에 어려움을 겪고 있는 경기도 광주시 공공시설에 대한 문제점과 현황파악을 통해 관련한 이슈들에 대해 선제적으로 대응할 수 있는 운영방안을 제시하였다. 첫째로 본 연구는 공공시설의 운영주체 선정 및 유형화 분류에 대한 매뉴얼을 제시하였다. 두 번째로 지방정부는 향후 인구구성 변화 및 미래 사회변화에 대한 공공시설 종합계획과 자산관리 전략이 필요하다. 세 번째로 지역의 공공시설은 다양한 수익구조 창출을 통한 자립적 기반을 구축하여야 한다. 마지막으로 본 연구는 효율적인 공공시설 관리를 위해서 공공시설 운영주체 방식별 평가 및 운영평가 기준을 제시하였다. 주제어: 공공시설, 운영주체, 문화재단, 민간위탁, 도시관리공사, 매뉴얼

- 저자: 한상일(교수), 이경미 출간연도: 2023 제목: 사회적자본이 지역경제 발전 인식과 가치 지향성에 미치는 영향 - 사회적경제 이용 경험의 조절효과를 중심으로 - 학술지명(상세정보) : 지역개발연구 제55권 제2호, 2023년 8월, pp 131-158 초록 본 연구는 사회적자본이 지역 주민의 가치 지향성 및 지역경제 발전 인식에 미치는 영향과 사회적경제 이용 경험이 이들의 관계에 미치는 효과를 분석하였다. 이를 위해 전국 19개 지역에서 수집된 1,896명의 주민 조사 자료를 토대로 변수들 간의 관계를 검증했다. 분석 결과 결속형 사회적자본은 성장 지향성 및 분배 지향성 모두와 정(+)적 관계를 갖는 것으로 나타났다. 그러나 경제적 불평등 개선 인식에는 부(-)적 영향을 미치는 것으로 확인되었다. 교량형 사회적자본은 지역경제 활성화와 경제적 불평등 개선 인식 모두에 부(-)적 영향을 미친다는 사실이 확인되었다. 그러나 사회적경제 이용 경험은 이를 완화하는 효과가 있는 것으로 나타났다. 이상의 결과는 다음의 함의를 제공한다. 첫째, 결속형 사회적자본이 강할수록 경제적 가치와 사회적 가치를 모두 추구한다. 둘째, 사회적자본이 강할수록 지역경제의 현실에 관해 비판적으로 인식한다. 셋째, 사회적경제 이용 경험은 지역경제의 현실을 비판적으로 인식하는 주민들의 부정적 인식을 완화하며 이는 대안적 경제활동에 참여하는 경험에 의한 것으로 해석된다. 따라서 사회적경제 활동에 소비자로 참여하는 것 외에도 사회적 가치를 이해하고 활동에 결합하며 사회적경제 방식의 문제해결을 위한 거버넌스 참여 경험이 확산될 필요가 있다. 주제어 : 사회적자본, 사회적경제, 지역경제 발전, 성장, 분배

- 저자: 조인영(교수) 출간연도: 2023 제목: 전문행정기관의 전문성과 자율성 강화를 위한 제언: 질병관리청을 중심으로 학술지명(상세정보) : ｢정부학연구｣ 제29권 제1호(2023): 29-62 초록 본 연구는 코로나 상황 속 질병관리청 사례를 중심으로 전문행정기관이 참여하는 정책 결정 과정의 실제와 한계를 탐구한다. 전문행정기관이 고도의 전문성에 기반한 의견을 자유롭게 제시하고, 정치권력의 의사결정을 합리적으로 보조하기 위해서는 무엇이 필요한지 살펴보기 위해 질병관리청 관료를 대상으로 한 심층 인터뷰 및 신문기사 분석을 시행하였다. 분석 결과, 행정기관의 전문적 판단을 존중받기 위해서는 기존 관료제의 제약에서 벗어난 유연한 인재 채용, 데이터 공개를 통한 외부 의견 수렴 및 분석의 합리성 강화, 엽관제적 임용과 해임의 축소가 중요하였다. 또한, 전문성이 무엇보다 중요한 의사결정 상황에서도 필연적으로 수반되는 정치적 제약을 뛰어넘기 위해서는 대중을 이해시킬 수 있는 민주적 합의와 설득이 필연적이라는 점을 발견하였다. Uganda was one of Africa’s fastest-decentralizing countries, and community participation was at the center of reform. As participation-based local governance is considered important throughout decentralization reform, it is necessary to identify the determinants of community participation by examining the social relations among residents, local government, and community organizations. This study defines the types of social capital, validates the measurement scales, and analyzes the effect of the types on participation in Uganda. For empirical analysis, Afrobarometer Round 8 data are used. Regression analysis and Structural Equation Model estimation are conducted on a total of 964 samples of Ugandan residents. The results show that network capital was predictive of both types of community participation and contact with institutions is a mediator of institutional trust. Despiteits importance, there is no measure of the determinants of women’s participation in community development projects. We therefore administered a questionnaire about the factors affecting women’s participation in community development projects and verify the causal relationship. Three hundred randomly selected community members of Ywangan Township of Myanmar responded to a survey questionnaire. Seventeen measurement scales for six factors were validated through the exploratory factor analysis and confirmatory factor analysis. Based on structural equation model estimation, attitudes to gender equality and incentives for participation were significantly associated with women’s participation in community development projects. One unexpected finding was that household responsibilities was positively associated with community participation, and access to information and training needs had no significant impact. Based on these results, theoretical and practical implications of women’s participation in Myanmar are presented. Women's unpaid labour, especially in terms of voluntary activities, has played an important role in the sustenance of the community. However, women's voluntary work is often devalued as a free and readily available resource in public policy. Over the last few decades, a series of innovative policies on building community and promoting social economy have been implemented in South Korea to address problems of low economic growth, an ageing population, and polarisation of the society owing to neoliberal restructuring. While Korean women played pivotal roles in these innovative community-building projects, the sociopolitical connotations of their voluntary work, including appropriate public recognition and rewards, have rarely been discussed. This paper examines Korean women's role in the government-funded neighbourhood community-building project (Maeulmandeulgi) in South Korea. Reviewing public documents and survey data, this paper identifies existing gaps between policy discourses and practices, and examines their causes and fallouts, including rising discontent among community activists over these gaps. The paper also discusses the sociopolitical meaning of women's voluntary work for community building and the kind of changes that would be necessary to recognise and reward suitably women's voluntary work in the community. This research addresses it by examining both theoretically and empirically how quality reporting may reduce accountability deficit and overload in a multi-principal setting. Analyses of data from the Program Assessment Rating Tool (PART) during the Bush Administration show that programs exhibiting higher reporting quality attained higher performance ratings, which, in turn, led to larger budgetary recommendations. Higher reporting quality also helped reduce the differences between presidential and congressional budgetary decisions. This article contributes to developing a contingent, process-based theory of public accountability. However, as marriage migrants increasingly participate in the labor market, their individual rights as workers, and more specifically as working mothers, bring attention to the question of women’s citizenship in South Korea. Care provision is a key issue in the discussion on working mothers’ citizenship. This article focuses on global householding as a process of supporting the participation of marriage migrants in paid work. It highlights the role of the natal family of marriage migrants, especially their parents, as sources of care support to marriage migrants as well as recipients of care. The family visits of the parents of marriage migrants show how parents participate in the internationalization of social reproduction. This article contributes to understanding the household and family as a unit of analysis in the discussion of social reproduction and citizenship in East Asia. It also raises the issue of the embedded gender division of labor in the process of global householding.
