We analyze deliberative governance in the Seoul and Gwangju Metropolitan Governments, drawing comparisons and lessons for operating effective deliberative governance to promote consensus building, citizen empowerment, and legitimation of policy choices through collective decision making. The two cases incorporate the characteristics of deliberative governance to a limited degree and in an experimental stage. Based on a comparison of the two cases, we discuss the application and limitations of deliberative processes along with suggestions for potentially improving the practice of deliberative governance in the South Korean context. However, there are not many readable references on such issues. Accordingly, this article will first discuss the issue of East Asian development models, after which it will discuss the civil service entrance examinations as an East Asian model of bureaucratic recruitment. This article will then discuss the development of modern public administration in three dimensions (i.e., practice, education, and research), after which it will discuss major issues and challenges of public administration in China, Japan, and South Korea. The Regulatory Reform Committee (RRC) is a main vehicle for conducting regulatory reform; it consists of a civilian majority under the co-chairmanship of the Prime Minister and a civilian chair, which is effective in linking the administrative authority with civilian experts for collaborative reform work. Generally, QC is various malpractices committed by street-level bureaucrats, which mainly occur in forms such as absenteeism or ghost workers, but not necessarily involving cash transactions. Enabling citizens to hold public officials and service providers accountable for their decisions or behavior is known as social accountability (SA). The study was conducted in the Dodoma region of Tanzania. Focus group discussions and face-to-face interviews were employed to collect data on QC and SA. A constant comparative method was used to categorize instances from focus group discussions and analyze the data. The incidence of QC is widespread in health and education and has become normalized as a part of life. State-led SA could contribute to improvements in public services, particularly in health and education services. Corruption is embedded in the society; thus corruption is a serious social problem. To combat QC effectively, this paper suggests reducing public officials’ discretion, reshape societal values and power restructuring, involving ethical leaders and introducing robust local monitoring mechanisms and strict measures against grand corruption. - 저자: 이현옥(교수) 출간연도: 2017 제목: 침몰한 세월호, 난파하는 대한민국: 압축적 근대화와 복합적 리스크 출판사(상세정보) : 파주 : 한울아카데미, 2017 소개: 세월호 참사를 통해 이 나라의 근본을 분석하고 성찰하다 세월호 참사가 드러낸 대한민국의 민낯, “일어난 일은 또다시 일어날 수 있다”는 절박함으로 압축적 근대화 속에서 복합적 리스크에 처한 체제의 근본을 성찰하고 분석한다. 치열하게 한국 사회의 현실에 참여해온 재외 한인학자들이 주축이 되어 『침몰한 세월호, 난파하는 대한민국: 압축적 근대화와 복합적 리스크』를 출간했다. 4.16세월호참사 국민조사위원회의 조사 결과들을 참고하여 지난 3년 동안 진상 규명 투쟁을 통해 지금까지 밝혀낸 것들과 앞으로 밝혀내야 할 것들을 살폈다. ‘압축적 근대화’와 ‘복합적 리스크’를 주제어로 비극을 만들어 낸 대한민국 체제의 본질을 사회 병리, 국가와 지배 구조, 주체성의 측면에서 비판적으로 고찰했다. 세월호 참사 이후 유가족 및 시민 사회의 끈질긴 싸움이 만들어낸 2016년 11월 촛불항쟁 이후에도 우리 앞에는 여전히 가장 먼저 해결해야 할 일 ‘세월호 참사’가 놓여 있다. 참사의 진상을 규명하고 이 체제를 근본적으로 성찰할 수 있을 것인지의 여부에 따라 우리 사회의 미래가 결정될 것이다. 그렇기에 우리는 세월호 참사를 더 절박하게 고민해야 한다. 이 책은 그러한 노력의 산물이다. 6월에 폴그레이브 맥밀란에서 영문판이 출간되며, 표지에 추모의 의미로 희생자분들의 성함을 담았다. 인세수익금은 참사 유가족 분들께 전달할 예정이다.

- 저자: 정무권(교수) 출간연도: 2017 제목: 지속가능한 보건 서비스 지원체제 구축 방안 학술지명(상세정보) : 공공사회연구, 2017, Volume 7, Issue 2 초록 : 본 연구는 탄자니아 정부의 지속가능한 보건 정책에 대한 사례연구로서, 보건 정책의 조직과 프로그램을 정리한 후 서비스 지원체계의 내용과 향후 발전방안을 제시하고자 한다. 탄자니아는 보건 분야의 질병 퇴치와 건강한 삶을 증진시키기 위해서 Develop Vision 2025의 전략적 차원부터 HSSP IV의 세부정책까지 인간의 인권 보장을 통한 웰빙 및 삶의 질 향상이라는 SDGs의 차원을 지향하였다. 이러한 맥락에서 탄자니아 정부는 HSSP IV에 전반적으로 열악한 보건 현실 상황을 타개하기 위해서 보건 전문 인력의 양성, 보건 인프라 시설 및 장비의 확충, 의약품 전달 및 긴급수송망의 관리, 보건 정보 시스템, 보건 재정 관리, 좋은 거버넌스라는 6개 영역의 보건 서비스 지원체계를 마련하였다. 향후 지속가능한 발전 목표의 맥락과 흐름에 부합하며 탄자니아 국민에게 보편적인 보건 서비스를 제공하는 지원체계를 실현시키는 발전방안이 고려되어야 한다. 먼저, 보건 시설과 장비의 경우 국가의 경제적 여건과 수준에 부합하는 비용 대비 효과의 측면에서 적절한 적정기술(proper technology)의 개발과 활용이 필요하다. 둘째, 보건 인력에게 농촌지역 근무에 대한 일정 기간의 의무화, 경제적인 동기부여, 사회적 진출에 우선적인 혜택 부여 등이 고려되어야 한다. 셋째, 보건 재정을 확보하기 위하여, 국가 재정 지원 이외에, 다양한 금융 기금 및 펀드의 활용, NGO 및 해외원조기관, 외국국가의 다양한 ODA 사업 등 간접적인 지원도 적극 활용되어야 한다. 넷째, 좋은 거버넌스를 위해 관련 정부 부처들, 민간 조직들 간의 협력도 매우 중요하며, 전략적인 기획능력을 갖춘 유능하고 도덕적인 젊은 공무원들의 양성과 확보도 매우 중요하다. 마지막으로, 소득재분배의 관점에서 도시지역의 경우 어느 수준까지 보편적 보건 서비스를 제공할 것인지 그리고 어느 정도로 수익자 부담으로 할 것인지를 신중하게 결정해야 한다. 주제어 : 탄자니아, 지속가능한 발전목표, 보건 서비스 지원체계, 전략적 이행, 사례 연구

The transition from a unitary to federal system will certainly cause colossal reform to take place as it brings urgent and numerous challenges for reform, since globalization has made the public voice more insistent in raising questions about accountability and the effectiveness of the public sector in Nepal. Although Nepal has had several administrative reform commissions to strengthen public administration to date, the implementation of reform has largely been neglected owing to the pervasive influence of political parties, ideological disputes, and bureaucratic pathologies that displayed increasing government failures. This paper thus explores administrative reform in Nepal after the assurance of democracy in 1990 and post-2006 after the introduction of structural changes. - 저자: 이현옥(교수) 출간연도: 2017 제목: 사회적 경제와 여성노동 재의미화의 가능성: 서울시 여성 손작업 협동조합의 딜레마를 중심으로 학술지명(상세정보) : 한국여성학,03/2017, Volume 33, Issue 1 초록: 이 논문은 사회적 경제와 여성의 경제활동을 논의하는 과정에서 발생하는 다양한 층위의 긴장관계에 대해서 논의한다. 협동조합을 비롯한 사회적 경제 조직들은 저성 장 시대에 여성들의 노동시장참여를 확대할 수 있는 하나의 대안으로 정책적 관심의 대상이 되고 있으며, 실제로 사회적 경제 조직에서 일하는 사람의 상당수가 여성이 다. 협동조합에 참여하고 있는 개인들의 인터뷰에 따르면 사회적 경제 조직은 경제 활동을 계속하기 위한 진입장벽이 낮은 하나의 경제적 대안일 뿐만 아니라 새로운 조직문화를 형성해 나갈 수 있는 공동체로 인식되고 있다. 그러나 사회적 경제 조직 이 전체 시장 내에서 차지하는 비율은 미미하며, 노동시장 내에서 조합원들의 위치 또한 취약한 편이다. 이 논문에서는 이러한 “대안”으로서의 사회적 경제 조직을 둘러 싼 내적, 외적 긴장들을 협동조합에 참여하고 있는 여성들의 포커스그룹 인터뷰 내용 을 중심으로 분석함으로써, 노동시장 구조와 대안으로서의 사회적 경제 참여 사이의 긴장관계와 여성 노동의 재의미화 가능성에 대해 논의하고자 한다. 주제어: 사회적 경제, 협동조합, 젠더, 손작업
