The contextual difference of commodification of intimacy 학술지명(상세정보) : Gender, Place & Culture: A Journal of Feminist Geography 초록: This article attempts to link commercially arranged cross-border marriages to the discussion of the commodification of intimacy and to explore how a transnational phenomenon is contextualized in national politics. The question of commodification –what can or cannot be assigned economic value – has been a contentious area of intersection between economics and ethics, and intimacy has often been at the heart of the recent debate on commodification. Yet, commercially arranged cross-border marriages are perceived differently in Vietnam, a country that sends brides, and in Korea, a country that receives brides. In Vietnam, cross-border marriage has been portrayed negatively and is often associated with trafficking in women. Although a similar discourse exists in Korea, the official discourse on cross-border marriage has focused on supporting multicultural families. The difference in discourse with respect to the same phenomenon suggests that the tension around commodification is not necessarily shaped uniformly across the national border. In this article, I juxtapose the contrasted discourses and policies on commercially arranged cross-border marriages in both countries and discuss the contexts that may have contributed to the difference in discourse. By doing this, I show that the global trend of commodification of intimacy and the cultural meaning of this phenomenon cannot be divorced from national politics.

It has been theorised mainly in the context of the changing care regime in the Global North; the changes in other parts of the world have been largely neglected. This article explores the dynamics between changing care regimes, labour markets and international migration in the East Asian context through the case of Korean Chinese migrants to South Korea. Korean Chinese came to South Korea through various legal channels beginning in the late 1980s and occupy the largest share of both male and female migrants in South Korea. Korean Chinese women have engaged in service sector jobs, including domestic work and caregiving, since their influx, yet such work was only legalised during the 2000s in response to demographic changes and the care deficit. This article sheds light on the female Korean Chinese migrants’ engagement in care work in the ambiguous legal space of migration and the care labour market, and their changing roles in the process of development of the care labour market. Based on interviews with Korean Chinese migrants in South Korea, immigration statistics, and the Foreign Employment Survey in 2013, this study explores how the care regime intersects with migration in the process of the care regimes development.

Drawing on surveys, policy documents, media responses, and interviews, the study explores how the phenomenon of cross-border marriage in Korea coincides with changing demographic trends and policies in the domains of the family, population, and welfare. Beginning as a solution to the ‘‘rural bachelor’s marriage problem’’ – visible in the late 1980s – marriage between Korean men and women of foreign origin became increasingly common in the 2000s, in parallel with the emergence of national policy issues such as low fertility and a care deficit. The study suggests that current trends in cross-border marriage and policies on multicultural families reflect the need for changes in the organization of social reproduction that has resulted from the economic development that began in the 1960s and the political-economic restructuring since the 1990s.

The authors trace the changes in these countries’ strategies and approaches resulting from growing budgetary constraints; labour market shifts; new demographic trends; increasing demands for higher performance by public servants; and complex challenges faced by governments worldwide. Although talent management in public sector institutions was a government priority for the three countries—Brazil, China, and Russia—the results achieved have been modest. We analyze deliberative governance in the Seoul and Gwangju Metropolitan Governments, drawing comparisons and lessons for operating effective deliberative governance to promote consensus building, citizen empowerment, and legitimation of policy choices through collective decision making. The two cases incorporate the characteristics of deliberative governance to a limited degree and in an experimental stage. Based on a comparison of the two cases, we discuss the application and limitations of deliberative processes along with suggestions for potentially improving the practice of deliberative governance in the South Korean context. Often these marital unions have been between men from more wealthy countries in the region and women from less affluent ones (Constable, 2005). In particular, women from China and Southeast Asia have been leaving their countries of origin to marry men from Japan, Singapore, South Korea, and Taiwan (Jones & Shen, 2008). Lu and Yang (2010) contend that in addition to this general trend, recent international marriage migration within Asia has also increasingly been commercially brokered or arranged through interpersonal networks, and characterized by little to no courtship among partners. Our analysis focuses on the marriage migration stream that has developed between Vietnam and South Korea, its antecedents, its characteristics, and the ways in which it exemplifies these regional patterns.

Several public services are provided in a single building rather than different government offices in a business-like style of service delivery and in a modern physical environment. The service integration policy is an attempt of Kazakhstani government to improve the quality of public services and reduce corruption. Some positive progress in improving the accessibility of public services has been noted. However, as this article argues, the country-specific model of “alternative-access” service delivery was not able to implement in-depth changes in the work of the public sector and improve service quality. Implementation of the managerial ideas has been limited and constrained by the institutional framework and culture prevailing in the Kazakhstani bureaucracy. The main conclusion is that the governments of transitional countries need to critically analyze the pros and cons of the new policies and reflect on their cultures before making further steps to adopt Western managerial initiatives.

A qualitative research strategy using a comprehensive document review has been adapted to identify, analyze, and derive useful information from existing documents. It is found that Nepalese bureaucrats have low morale, low productivity, uncertain prospects for career development, and a weak reward and punishment system. Other challenges facing the Public Service Commission’s (PSC) recruitment and selection process include frequent changes in civil service rules and regulations along with changes in institutional structure, pervasive corruption in all echelons of administration, lack of political will and support to carry on civil service reform, and bureaucratic resistance. This study also found problems including limited practice of the principles of meritocracy and representative inclusiveness; lack of proper job descriptions in vacancy announcements; highly politicization and rampant corruption; continued practicing of the conventional selection approach; and improper utilization of the managerial, political, and legal approaches in the recruitment and selection process. □ Key Words: civil service, recruitment, selection, public service commission, Nepal

In Vietnam, the rising momentum of egovernment within the government’s working agenda is geared toward contributing to the economic growth of the nation. Recent theoretical literature has explored the impact of e-government on economic growth, but studies have mainly been cross-national or focused on developed countries. Using a panel dataset collected in 63 local governments in Vietnam, this study attempts to fill the gap in the literature by investigating the impact of e-government, taking Vietnam as a case study of a developing country. Moreover, considering the systematic effect of egovernment, this study uses path analysis and can provide empirical evidence that illustrates how e-government applications in Vietnam can be used as vehicles to support the competitiveness of various economic areas.
